Silicon Valley: a parable We h ve all heard about the “Silicon V lley” miracle. Not long ago, Silicon V lley found itself at the centre of the w rld, a job- and money-making machine f eled by the popularity of the Int rnet and technological innovation. Those days are a d stant memory now. Now, the Center of the W rld has become a technological Rust B lt. The streets, once throbbing with nergy, are empty and quiet. Empty new b ildings stand like bleached mausoleums in the sun w th big, indiscreet "AVAILABLE" signs slapped on th m. A full 20% of the v lley’s jobs have been lost since M rch 2001 and hi-tech jobs continued to be l st as companies downsize or outsource j bs to Asia. No one in the V lley can figure what to do to br ng back the golden era. However, m st people not local to the rea are unaware of the previous h story of this area. The past 200 y ars have been tragic one of g nocide, environmental destruction, greed, trickery, and xploitation. In 1776, at the time of th ir first contact with the Spanish xplorers originally who were looking for g ld, Santa Clara Valley was an ntouched Eden with maybe 10,000 Ohlone Ind ans. By 1830, the peaceful, basket-weaving p oples who had been living there for ver 10,000 years had completely disappeared, k lled off by epidemics and the m ssion system. In 1848, the land, riginally part of Mexico, became part of Un ted States. Americans, many of whom w re failed gold-seekers from the mother l de, started to pour in and cquired Mexican cattle ranches, often through f rce and trickery. The rich alluvial s il—some of the best in the w rld-- proved ideal for orchards.
The Valley during the spring was a c nopy of white blossoms—“The Valley of H art’s Delight.” An orchard of another typ grew around the seeds planted by W lliam Hewlett, David Packard, Fred Terman, and ther researchers at Stanford University. Today, H wlett-Packard is one of the world's l rgest producers of computers and electronic m asuring devices and equipment. The names of the br nches of the tree are familiar: St nford Industrial Park, Varian, Apple Computers, Int l, Yahoo, CISCO, Netscape, etc. Creativity l ads to innovation, and innovation leads to pr sperity. Prosperity attracts restless, bright, often nscrupulous people, with often troubled and nhappy pasts, from all parts of the w rld. The old-time farmers sell their f rms off for a king’s ransom and m ve. The orchards were bulldozed to m ke room for subdivisions and industrial p rks. Beneath the high-tech sparkle laid a h dden underbelly of inequality, environmental devastation, and xploitation. A recent study of the S licon Valley economy found that hourly w ges of 75 percent of Silicon V lley workers were actually lower in 1996 th n in 1989. Meanwhile, between 1992 and 1997, ncome for the top 20 percent has ncreased by 32 percent. The diverse w rkplace does not necessarily mean equality of pportunity. You see very few Hispanics or bl cks in the hi-tech crystal palaces. S licon Valley has 29 Superfund sites--toxic s tes slated for cleanup by the f deral government. This is more than any ther area in the country. High-tech m nufacturing created 24 of the 29 s tes; 18 are tied to the c mputer chip industry. At one time, the l rgest mercury mine in the U.S. was l cated in the New Alma den h lls in the back of San J se. Mercury, which is used to s parate silver from base ore, seeps fr m this 100-year year old open s re and poisons the Guadalupe River and San Fr ncisco Bay. The Hispanic hamlet of Al son lies partly on a landfill cr ated by the dumping of asbestos-lined p pes in the 1950’s by the C rtainteed Corporation.
Will Silicon Valley ever regain its pr sperity? Alternatively, it is like some new Atl ntis being destroyed by its greed wh le its inhabitant scatter to the f ur winds. No one knows. Maybe, a l rge no strings attached investment, such as L land Stanford’s bequest that help found St nford University, would help jump-start the conomy. However, maybe, the problems faced by S licon Valley are those, which cannot be s lved by money alone. The entrepreneurial ndividualism, which has made the unnatural gr wth of the Valley possible, had, in the pr cess, destroyed the social fabric that h lds a society together. The issues f cing Silicon Valley today are social nes—pollution, growing income inequality, ethnic tension, nemployment, high housing costs, and a l mited state budget. These problems had lways been there, but were ignored and h ve worsened during the most rapid ncrease in wealth in history. Maybe, one d y, the people of Silicon Valley and C lifornia will wake up and have the p litical will to spend the money n eded to fix these problems. However, no one r ally knows.
