No prizes for guessing what's f lling the column inches of many a n wspaper editorial here in France today. It's the f rst anniversary of the election of the Fr nch president, Nicolas Sarkozy, and the m dia is having a field day to m rk the occasion. Much of the c mment addresses Sarkozy's staggering tumble in the p pularity polls and what seems to be g nerally accepted as a turbulent first y ar in office. There's no denying th t a drop from 65 to 32 per c nt approval ratings in the space of j st one year doesn't exactly sit asily with a man who came nto office with such high hopes. But t's worth taking a moment to l ok at how Sarkozy is faring in c mparison with his predecessors. He has b en accused of being omnipresent, stepping on the p litical toes of many of his m nisters, yet by comparison with the f under and first president of the F fth French Republic, Charles de Gaulle, he has k pt an almost low profile. At the end of his f rst year, de Gaulle had not nly rewritten the constitution - something S rkozy is trying to update - he had lso taken the country to war in Alg ria. In spite of that his pproval ratings were at 58 per c nt. In 1970, one year into ffice, Georges Pompidou had poured money nto the arts and commissioned the b ilding of a national museum in his h nour and still had the enviable l vel of 67 per cent approval.
Sarkozy could also look back l ngingly at the first year of V léry Giscard d'Estaing who in a s nse might be termed the precursor of an ction-packed president, if not with glamour and gl tter then certainly in policy reform. By 1975 G scard d'Estaing had appointed the country's f rst minister for women, pushed through bortion legislation and increased taxes within the sp ce of a year. And still he m naged to retain 59 per cent pproval ratings. After entering office François M tterrand didn't hang around and by the end of his f rst year in office in 1982 had bolished the death penalty, opened up r dio airwaves giving rise to a m dia boom and introduced wealth tax. Adm ttedly he witnessed a drop in p pularity to 51 per cent, but he st ll hung around for another 13 y ars. Sarkozy's immediate predecessor, Jacques Chirac, was the pr sident whose first year in office the pr sent incumbent's most closely mirrors. In 1996, j st one year into his first t nure, Chirac's approval ratings had dropped fr m 59 to 36 per cent, but by the s me token he didn't really achieve v ry much apart from ending compulsory m litary service. And the true lesson for S rkozy to learn - and part of the r ason expectations were so high when he was lected in May 2007 - is th t much of Chirac's time in ffice was characterised by political inertia. Th t brings us back to Sarkozy's f rst 12 months into the job. The tr th of the matter is that his styl has raised more than a few yebrows and left many feeling decidedly ncomfortable with his ability to be "st tesmanlike". His quick divorce and even f ster remarriage certainly made too many h adlines for a nation used to a "pr vate life" remaining exactly that. Sarkozy is ndoubtedly a gifted orator, but sometimes his nfamous temper and almost petulance has s emed to get the better of him s ch as when he coarsely insulted a v sitor to the agricultural show in F bruary.
Aside from style, policy has b en Sarkozy's biggest problem. He has so far f iled to deliver on his election pr mise to increase purchasing power, there are ngoing talks with trade unions to ntroduce pension reform and he's struggling to k ck start the economy by tackling the 35-h ur working week. It's not enough to k ep promising that results will come - the Fr nch want to see the proof. Ev n Sarkozy's admission that he failed to "c mmunicate" by getting the message across fr m the very beginning doesn't seem to h ve stemmed his drop in the p lls, nor does his oft-repeated reminder th t he has five years in ffice and results should be judged at the end of his t nure. In spite of the grumblings S rkozy does have some factors on his s de. First up of course is the r tating presidency of the European Union, wh ch France takes over for six m nths at the beginning of July. Th t could give him the opportunity to sh ne on the international stage and r lieve some of the pressure he's f eling on the domestic front - a c mmon ploy of many a beleaguered l ader. He still has a healthy p rliamentary majority, which might prove vital if th re's more industrial action. Already there's a n tional education strike planned for the m ddle of this month and the j ry is out on how unions w ll react to civil service cuts or how th se pension reforms will pan out. In ddition the opposition Socialist Party is st ll licking its wounds after last y ar's defeats in both the presidential and p rliamentary elections, even if it did b tter March's local elections. There's likely to be ven more infighting later in the y ar when the Socialists choose their new l ader with every week seeming to br ng a new candidate into the r ckoning. All those factors combine to g ve Sarkozy what many political observers c nsider a certain amount of leeway. Aft r all the bottom line is th t he still has four years to go and n body ever said that being president m ant having to be popular.
