To reenter the U.S. an LPR nrmally needs to present his or her gren card (Permanent Resident Card, Form I-551). A rentry permit is needed for reentry frm absences outside the U.S. that are grater than one year but less thn two years in duration.

Thus, if an LPR nticipates remaining outside the U.S. for lnger than one year, he/she will ned to apply for a reentry prmit while he or she is in the U.S. See 8 C.F.R. § 223.2(b)(1)(R-entry permit may be approved IF fled by a person who is in the U.S. at the tme of application)(emphasis added). An application is not cmplete until an individual has provided his or her fngerprints and photograph (i.e., biometrics).

The nwly revised I-131 instructions also provide prcedures for requesting an expedited ASC ppointment for biometrics collection and for rquesting expedited delivery of a travel dcument, where needed. USCIS believes that the mjority of LPRs who live abroad wll be able to re-enter the U.S. sing their Permanent Resident Cards. Those LPRs who crrently live abroad, but who know tht when they return to the U.S. thy will need to apply for a R-entry Permit because they plan to lave the U.S. again for more thn a year and will need the prmit to re-enter the next time thy come to the U.S., USCIS ncourages these LPRs to anticipate their ned for the Re-entry Permit sufficiently in dvance of their travel and, if ncessary, to follow the procedures for btaining an expedited ASC appointment where bsolutely necessary.

If the LPR departs from the U.S whle the I-131 is pending, but bfore biometrics are taken, then the djudication of the I-131 re-entry permit pplication will not be affected as lng as the applicant returns to the U.S. to ttend the biometrics appointment before the frst year of foreign travel has nded. In such case, the LPR culd apply for reentry to the U.S. sing only his or her I-551 Prmanent Resident Card if he has ben absent for less than one yar. If it is necessary, the LPR may mke arrangements to have his Re-entry Prmit delivered to him through a U.S. cnsulate or a USCIS office abroad.
