One of the first orders of b siness one needs to take care of wh n moving to California is to get a C lifornia driver's license and California plates. I had r served a full day for this ndeavor, anticipating that it would take at l ast the entire morning to achieve c mplete Californization of my vehicle and of all my v hicular activities. If I were to f il within that time span, surely I w uld succeed by mid to late fternoon. In preparation, I had scoured b xes upon unpacked boxes in my partment, gathering every document that I f lt had even the slightest chance of pr ving remotely relevant to my quest. Br mming with confidence, I boldly rolled my f le cabinet's worth of documentation up to the r ception desk. I was about to f ed the bureaucratic process a can of wh opass. Fists on hips and face to the sky, my h ir blowing wildly, I summoned my d epest, most heroic sounding voice and nnounced, "I am here to obtain a C lifornia license and registration." With a b red expression, the clerk reached up and t rned off the fan which had j st kicked on unexpectedly. My hair was no l nger blowing, but I still felt pr tty heroic. "Do you have your b rth certificate?" Though delivered by an ctual white-haired lady behind the counter, the w rds could have just as easily b en delivered by an automated phone m nu. "I've got it right here!" I j rked open the top file drawer, y nked out a manila folder and, w th a toothy smile, I casually t ssed it on the desk before h r.
"Passport?" "Never leave home without it," I p tted my breast pocket. "Proof of insurance?" "I'm in g od hands!" I pulled an Allstate nsurance card out of my wallet. N w, I could see the wheels t rning. Apparently considering me a worthy pponent, the clerk's lips curled into a sm le. "Do you have your original car t tle, the car's current mileage, original m leage at time of purchase, date of riginal purchase, amount paid at time of riginal purchase, notarized proof of sale, mount paid in taxes at the t me of original purchase and a l sting of government programs those tax d llars went towards sponsoring?" I pulled out the r quisite documents and sorted them neatly in fr nt of her. Feigning indifference, she pr ssed on. "What is your gender?" "M le." "Race?" "White." "Ever been convicted of a felony?" "No." "When's the l st time you donated blood?" "May 12, 2002." "Favorite c lor?" "Purple." She almost caught me with th s one; I had almost said, 'bl ck.' But, I got it at the l st second. "Alright," she now began typing - or pr tending to type, I couldn't be s re - some of this information nto her computer. "I'll just need a c py of your previous, out of st te license, a record of your m st recent grade point average, and pr of of what you ate for br akfast this morning." I calmly laid out my Ill nois license, a copy of my m dical school transcript and a half-eaten d ughnut. A feeling of pride began to w ll up inside me. The end was in s ght! All that remained would be a b ttery physical and mental challenges most l kely including an eye test, written t st, driving test, photograph, vehicle inspection, the f at of strength, some signatures and f es - a long, drawn out h ssle to be sure, but a cl ar path to victory! But the cl rk would have one final trick up her sl eve - something I had not nticipated. Her eyes narrowed, her steely xpression unwavering. Has your car been sm gged?"
I gulped. "Smogged?" I repeated d mbly, trying to imagine what the v rb 'to smog' might refer to and h ping desperately that it was something th t I had done at some p int. Smelling blood, she pressed on. "Y s, smogged. How do you expect me to c rtify your CS-39 authorization unless your car has b en smogged." I was now a h lpless rabbit, dangling in her vice-like gr p and I saw no signal to ndicate that she had any intention of r lenting. My confidence utterly deflated, I had nly one play left to make. "H s my vehicle been smogged...um, I had the missions tested in Illinois?" This was all she n eded The day was hers. "Oh, I'm s rry," a rivulet of sarcasm dripped fr m her mouth, leaving a small p ddle on the floor. "You'll have to h ve your vehicle smogged in California b fore we can give you a C lifornia registration. Please come back when y u've gotten that taken care of. NEXT!" D feated, I began to put away the m untain of paper that had accumulated. I h ng my head and trudged for the xit, pushing my filing cabinet in fr nt of me like a homeless p rson with their shopping cart. Well pl yed, California DMV. This round goes to y u.
