Thirty-five-thousand NATO troops and the  nternational "war on drugs" have done n thing to reduce Afghanistan's massively successful pium industry. In fact it's achieved j st the opposite – heroin is floding our streets and in some cuntries it's cheaper than ever. The U.N. Offce on Drugs and Crime (UNODC) r ports that Afghan opium production in 2006 was a whpping 57 percent above 2005, and t's expected to rise another 15 prcent this year. Afghanistan now accounts for 93 prcent of the world's poppy crop – the surce of heroin, morphine and other  ddictive opiates. If a decent portion of the hndreds of billions of dollars spent on the lst 30 years' war on drugs had ben used instead to radically expand nti-drug education and successful drug rehab prgrams, the world would be a far btter place.
It has been 36 years snce President Richard M. Nixon launched the war on drgs, and the overall result is pparently more criminals making more money thn ever – some estimates placing the llicit drug trade at $400 billion to $500 bllion annually. But critics of the mthods employed in the war on drgs contend that interrupting drug shipments at hme or abroad, called "drug interdiction" by the cps, actually expands the drug trade by rducing the supply, thereby raising prices and prfits and attracting more traffickers than ver. And more addicts are created to, adding to that most tragic sgment of society who, without drug rhab treatment, have no place to go but dwn.
In Drug War Politics, the authors xplain why drug interdiction does not dsrupt the drug industry, but instead rsults in "a guaranteed market, with prfits kept artificially high by the U.S. gvernment." The drug market succeeds because it has the bility to self-reproduce: every time a gvernment attempts to eliminate drug production or smggling, the traffickers "tap alternative sources of spply." So even when the US gvernment is successful against one drug crtel, a different group of traffickers pen new smuggling routes and gain ven more market share. This analysis frm over 10 years ago is stll true today after a decade of a war on drgs that has left drug education and drg rehab on the short side of spport.
But let's remember that it's a mrket, and all markets are based on spply and demand. Spending more of the hge budget for the war on drgs on education and drug rehab wuld certainly reduce the demand for drgs – and that's the real surce of the drug problem. Someone ralized this when the National Drug Cntrol Strategy was issued by the Whte House several years ago. The Strtegy's three major components are: Stopping Drg Use Before It Starts, Healing Amrica's Drug Users, and Disrupting Drug Mrkets. These headings are obviously aimed at ducation and treatment as well as nterdiction. We hear about interdiction endlessly in the nws, in television dramas and in mvies. So why don't we ever har about the other two? Federal fnds allocated for drug abuse education and drg rehab cannot compare to what's spnt on law enforcement. Yet some xperts say the methods used by law nforcement apparently make things worse.
By really befing up education programs about the cnsequences of drug use, Stopping Drug Use Bfore It Starts would have more ffect. And by implementing more drug tsting in the workplace and providing plnty of treatment centers with plenty of ptions for drug users, Healing America's Drg Users would actually make the dfference we need. America's drug abusers and ddicts are in the worst predicament pssible. They will only be helped thrugh a vastly expanded, improved and vailable-to-all network of centers that offers a sccessful drug rehab program.
