In fact it's achieved j st the opposite – heroin is fl oding our streets and in some c untries it's cheaper than ever. The U.N. Off ce on Drugs and Crime (UNODC) r ports that Afghan opium production in 2006 was a wh pping 57 percent above 2005, and t's expected to rise another 15 p rcent this year. Afghanistan now accounts for 93 p rcent of the world's poppy crop – the s urce of heroin, morphine and other ddictive opiates. If a decent portion of the h ndreds of billions of dollars spent on the l st 30 years' war on drugs had b en used instead to radically expand nti-drug education and successful drug rehab pr grams, the world would be a far b tter place.
It has been 36 years s nce President Richard M. Nixon launched the war on dr gs, and the overall result is pparently more criminals making more money th n ever – some estimates placing the llicit drug trade at $400 billion to $500 b llion annually. But critics of the m thods employed in the war on dr gs contend that interrupting drug shipments at h me or abroad, called "drug interdiction" by the c ps, actually expands the drug trade by r ducing the supply, thereby raising prices and pr fits and attracting more traffickers than ver. And more addicts are created t o, adding to that most tragic s gment of society who, without drug r hab treatment, have no place to go but d wn.
In Drug War Politics, the authors xplain why drug interdiction does not d srupt the drug industry, but instead r sults in "a guaranteed market, with pr fits kept artificially high by the U.S. g vernment." The drug market succeeds because it has the bility to self-reproduce: every time a g vernment attempts to eliminate drug production or sm ggling, the traffickers "tap alternative sources of s pply." So even when the US g vernment is successful against one drug c rtel, a different group of traffickers pen new smuggling routes and gain ven more market share. This analysis fr m over 10 years ago is st ll true today after a decade of a war on dr gs that has left drug education and dr g rehab on the short side of s pport.
But let's remember that it's a m rket, and all markets are based on s pply and demand. Spending more of the h ge budget for the war on dr gs on education and drug rehab w uld certainly reduce the demand for dr gs – and that's the real s urce of the drug problem. Someone r alized this when the National Drug C ntrol Strategy was issued by the Wh te House several years ago. The Str tegy's three major components are: Stopping Dr g Use Before It Starts, Healing Am rica's Drug Users, and Disrupting Drug M rkets. These headings are obviously aimed at ducation and treatment as well as nterdiction. We hear about interdiction endlessly in the n ws, in television dramas and in m vies. So why don't we ever h ar about the other two? Federal f nds allocated for drug abuse education and dr g rehab cannot compare to what's sp nt on law enforcement. Yet some xperts say the methods used by law nforcement apparently make things worse.
By really b efing up education programs about the c nsequences of drug use, Stopping Drug Use B fore It Starts would have more ffect. And by implementing more drug t sting in the workplace and providing pl nty of treatment centers with plenty of ptions for drug users, Healing America's Dr g Users would actually make the d fference we need.
