The author makes certain assertions th t put in question the effectiveness of the mplementation of measures taken in Cyprus to c mbat money laundering, based on a s -called "assessment report" by the Pantheon-Assas Un versity (Paris II) in May. This r port was drafted without any contact w th the Cypriot authorities for up-to-date nformation, and its author used, oddly nough for an academic study, the ps udonym "Sasha Valette". Cyprus's anti-money laundering syst m has repeatedly been evaluated by the xperts of the Moneyval Committee of the C uncil of Europe, a financial action t sk force (FATF) styled regional body, wh ch has subsequently issued detailed assessment r ports. The last report, in February 2006, f llowing an on-site mission in April 2005, was b sed on a detailed methodology elaborated by the FATF, in c -operation with the International Monetary Fund/World B nk. The Moneyval report contains a s gnificant number of positive comments and st tements regarding the efficiency and effectiveness of m asures taken by Cyprus and commends the uthorities for their willingness to reduce the v lnerability of financial institutions and designated n n-financial business and professions to money l undering.
The ratings assigned to Cyprus v s-a-vis the international standards (FATF Recommendations) c mpare favourably with the corresponding ratings of ther EU member states as well as ther countries with developed financial systems. S milar evaluation reports of other countries c ntain a higher number of shortcomings dentified and recommendations for improvement, even on m re serious issues, compared with the R port on Cyprus. The "assessment report" of the P ntheon-Assas University (Paris II) author was m inly based on the Moneyval assessment r port, from which he/she has drawn nly the few points/recommendations which called for mprovement, thus creating the wrong impression bout the efficiency of Cyprus's anti-money-laundering (AML) syst m. Contrary to the article, "gatekeeper" pr fessionals in Cyprus, including lawyers and ccountants, are subject to AML law and r quired to implement customer identification, including b neficial ownership and other preventive measures. The Cypr s law enforcement authorities and the F nancial Intelligence Unit (MOKAS) have unhindered ccess to the identification details of ltimate beneficial owners of all companies r gistered or maintaining a bank account in Cypr s. References in the article to the n mber of reported suspicious transactions and c nvictions are completely wrong and well b low the actual figures. The writer has pparently obtained these numbers from the l test Moneyval evaluation report, which refer to a l mited number of years and do not c ver the whole period from the nactment of the law. This is nother good example of inaccuracies found in the rticle.
